Municipal
clerks to
hold state
meetings
The state's municipal clerks will meet at The Crowne Plaza Hotel in Lafayette for their 50th annual spring conference Thursday to Saturday, March 4-6.
Headlining the conference will be an address by the president of the International Institute of Municipal Clerks, Mary Lynne Stratta, MMC, city secretary and director of legislative services, City of Bryan, Texas, who will speak at the conference’s membership luncheon.
The Louisiana Municipal Clerks Association's profes sional development program will feature four Friday workshop sessions, in addition to the organization’s annual business meeting and election of officers for 2010-11, according to LMCA President Carolus S.
Riley, CMC, city clerk of Monroe, who is presiding over this year’s program.
Lafayette Consolidated Government City-Parish President Joey Durel will extend an official welcome to LMCA delegates.
Clerk of the Council Norma A. Dugas, CMC, will give the invocation.
Friday’s workshop speakers and topics are:
- Yvonne Lewis Day, communications consultant: “Creating First Impressions.”
- Tom Ed McHugh, LMA executive director; John Gallagher, LMA staff attorney; George Marretta, LMA research/ special projects director; Jerry Cronin, general manager, Risk Management Inc.; and Cliff Palmer, administrator, Louisiana Municipal Advisory and Technical Services Inc./Revenue Discovery Systems: “Legislative Outlook and LMA Services for Louisiana’s Municipalities in 2010.”
- Joy S. Irwin, CPA, director of Advisory Services/ Assistant Legislative Auditor, Office of the Louisiana Legislative Auditor: “Handling Cash Receipts.”
- Russell Haddock, senior account executive, Municipal Code Corporation Innovations: “Simple and Efficient Agenda Automation.”
After Friday’s delegates luncheon, members will conduct a business meeting and elect officers for the coming year. The new officers will take their oath of office at the annual banquet at 7 p.m.
The conference concludes Saturday morning with a breakfast business meeting and presentation of service awards marking 5, 10, 15, 20, 25, 30, and 35 years of service to some 38 recipients, many of whom will be at the conference.
The awards will recognize some 560 years of public service given to Louisiana’s villages, towns, and cities by the recipient municipal clerks.
LMCA Vice President Shelia Migliacio, MMC, city clerk of Plaquemine, is expected to be elected and installed as LMCA's new president.
In addition to Riley and Migliacio, other municipal clerks in LMCA leadership positions include Mary Vice, MMC, Vinton, secretary-treasurer, and Peggy Lewis, MMC, New Orleans, public relations officer.
Trustees on LMCA's Executive Board are Brenda Kimball, LCMC, Ball; Roxanna Richard, MMC, Gueydan; Janice R. Nelson, Mer Rouge; Pamela George, CMC, Grosse Tete; Claire Sarradet, CMC, Port Allen; and Diann S. House, MMC, Vivian.
In addition, three municipal clerks will leave the board as their terms as trustees end. They are Gwen B.
Gravouia, CMC, Carencro; Sandy S. Sarver, CMC, Estherwood; and Dolores Pousson, MMC, Iota.
The LMCA, an affiliate organization of the Louisiana Municipal Association, strives to provide a wide array of educational programs designed to increase its members' knowledge of trends in local government that affect their work.
Municipal clerks provide a broad range of services encompassing administrative, management, and operational functions in their towns and cities.
